The collection consists of research materials such as correspondence, photographic documentation, and ephemera relating to Eleanor M. Carr's writings on federal support for American sculpture in the 1930s and 1940s. Carr's research includes New Deal programs such as the Works Progress Administration (WPA) and Federal Project Number One and its various components.

The bulk of the materials relate to three main writings by Carr: "A Study of Federal Relief to the Sculptors on the New York City Federal Art Project of the Works Progress Administration, 1935-1943", dissertation completed in 1969; "The Government and Sculpture: A Study of Federal Support of the Sculptor 1933 to 1943", circa 1970s; and, "WPA Era Sculpture from the WPA Federal Art Project and the Treasury Programs", circa 1970s.
